Can I still edit the content after converting Excel to PDF?

Not the way you edit the Excel. The PDF is a delivery format: it fixes the layout so it renders identically everywhere, which is exactly why it resists editing. Keep the Excel as the working copy and regenerate the PDF whenever the content changes — round-tripping back out of PDF always loses something. PDF is Adobe’s Portable Document Format from 1993, standardised as ISO 32000 and now the universal fixed-layout document.
Will the PDF open directly in a browser?

Yes, and the Excel would not have. Browsers ship a decoder for PDF and none for Excel, so an Excel link forces a download while a PDF renders inline. That is usually the deciding factor when the file is going onto a web page rather than into an application. A PDF looks byte-for-byte identical on every machine and every printer, which is why contracts, invoices and academic papers all live in it.
Do my spreadsheet formulas survive the conversion to PDF?

The values do; the formulas do not. An Excel stores both the calculation and its current result, and PDF has nowhere to keep the calculation — so what you get is a snapshot of the numbers as they stood at conversion time. Anything that depended on the sheet recalculating stops updating from that point on. An Excel workbook is the expected deliverable wherever numbers need to stay live and recalculable rather than frozen on a page. PDF is deliberately hard to edit, and a scanned PDF contains no text at all until OCR has been run over it.
