Why is my converted TIFF file bigger / smaller than I expected?

A JPEG file with strong compression (e.g. heavily lossy JPG) often grows when re-encoded to a lossless TIFF (PNG, TIFF), and a high-bitrate lossless JPEG often shrinks dramatically when going to JPG / WebP. The ratio depends on image content (photos compress differently from line art).
