Will the DOC reflow properly on a phone or e-reader?

That is the main thing you gain. A JPEG has fixed pages, so a small screen either shrinks the whole page or forces horizontal scrolling. The DOC stores text as text, so the reader re-wraps it to any screen width and font size. Multi-column layouts and large tables are where reflow struggles — those are the parts worth checking after conversion. DOC is still the format a great many corporate templates, legal precedents and government forms are stored in.
Will the DOC be properly editable?

Is the older binary Office format still a safe bet?

The binary formats predate the XML packages, carry macro payloads that many mail servers strip on sight, and are being steadily deprecated by Microsoft itself. Use them when a specific piece of old software demands them, and the XML format otherwise. DOC is undocumented in practice, opaque to modern tooling, and Microsoft itself has been trying to retire it since 2007.
What if the source is a scan with no real text in it?

Then the conversion produces a picture of the text rather than the text itself, and searching it finds nothing. Run /pdf-ocr/ to add a recognised text layer first; optical character recognition turns the scanned pixels into selectable, searchable characters that the conversion can then carry through properly.
Is camera and location metadata carried into the DOC?

EXIF travels with the embedded image data, which means GPS coordinates can end up inside a document you intend to publish. Use the strip-metadata option during conversion if the DOC is going anywhere public — once it is embedded it is no longer obvious that it is there.
Will the colours in my JPEG shift once it is in the DOC?

Slightly, if the image is in CMYK. A JPEG can carry print colour, and a document renders on a screen, so the conversion maps those inks into RGB — and the ink gamut contains deep cyans and rich blacks that a screen cannot reproduce, which come back a little duller. Images already in RGB pass through untouched. If the document is heading for a printer rather than a screen, convert late and keep the CMYK original for the press. JPEG shares every JPG limitation — no alpha, generational loss on re-save — with the added nuisance of software that treats the two extensions differently.
