What exactly survives when RTF becomes TXT?

The words, and nothing else. TXT stores characters and line breaks, so bold, italics, headings, fonts, colours, tables, images, headers and footers are all discarded — not degraded, removed. That is the correct outcome when you want the text for indexing, diffing or scripting, and the wrong one if the formatting carried meaning. Plain text is the most durable format there is: it will still be readable when every proprietary format of this decade is unopenable. TXT carries no styling, no images, no tables and no page structure, so any layout in the source is discarded permanently.
Will the TXT open directly in a browser?

Yes, and the RTF would not have. Browsers ship a decoder for TXT and none for RTF, so an RTF link forces a download while a TXT renders inline. That is usually the deciding factor when the file is going onto a web page rather than into an application.
Why would I use RTF rather than a modern document format?

Because it opens in essentially everything, including software from the early nineties, and because it is plain readable text underneath so it survives systems that mangle binary attachments. The trade is size and features: an RTF is several times larger than the equivalent XML package and cannot carry tracked changes, comments or complex tables.
